Statement of Work

A contract document that describes the specific tasks, deliverables, timelines, and performance standards a contractor must meet to fulfill a government contract.

What is SOW?

The Statement of Work is the heart of a government contract. It defines exactly what the contractor must deliver, when deliverables are due, what standards must be met, and how performance will be measured. A well-written SOW protects both the government and the contractor by establishing clear expectations.

There are several variants: a Statement of Work (SOW) prescribes specific tasks. A Performance Work Statement (PWS) describes desired outcomes and lets the contractor determine how to achieve them. A Statement of Objectives (SOO) is the most flexible, providing high-level goals and expecting the contractor to propose the approach.

For SBIR and research contracts, the SOW typically describes the technical objectives, research tasks, milestones, and deliverables (reports, prototypes, data). It is a critical part of your proposal because it demonstrates that you understand the problem and have a credible plan to solve it.

When responding to a solicitation, your proposed SOW should map directly to the evaluation criteria. Reviewers will compare your proposed work plan against the government’s requirements to assess whether your approach is feasible, efficient, and likely to succeed.
