A pre-solicitation document used by government agencies to gather market information, capabilities, and feedback from industry before issuing a formal solicitation.
What is RFI?
An RFI is not a contract solicitation — it is a market research tool. Agencies use RFIs to understand what solutions exist in the market, gauge industry interest, refine requirements, and inform acquisition strategy. Responding to an RFI does not commit you to anything and does not guarantee a future contract opportunity.
Despite not being binding, responding to RFIs is strategically valuable. It puts your company on the agency’s radar, influences how requirements are written (potentially in your favor), and demonstrates your expertise and interest. Many companies that win contracts were actively engaged during the RFI phase.
RFI responses are typically shorter and less formal than full proposals. They usually ask about your capabilities, relevant experience, suggested approaches, and potential challenges. Treat them as an opportunity to educate the agency about your solution.
RFIs are posted on SAM.gov alongside other contract opportunities. Setting up SAM.gov saved searches for your NAICS codes and keywords ensures you see relevant RFIs when they are published.
