OTA Consortium

Many DoD prototype opportunities flow through consortia. Companies join the consortium, monitor project calls, and compete for awards under the umbrella agreement rather than negotiating a standalone OTA from scratch.

Consortia can be useful for startups because they simplify access to prototype opportunities and often move faster than traditional procurement. The tradeoff is that each consortium has its own membership rules, fees, templates, and proposal process.
