A CSO is often used when the government wants commercially available or near-commercial technology rather than a traditional custom development effort. It is common in innovation units that need speed and flexibility.

For startups, a CSO can be more approachable than a conventional RFP because it emphasizes the problem, the proposed solution, and prototype value. Even so, companies still need a clear technical approach, pricing, transition logic, and compliance with the instructions.
