An SBIR pathway that allows a small business to skip Phase I when it can already demonstrate technical feasibility through prior research, prototypes, or equivalent evidence.

What is Direct-to-Phase-II?

Direct-to-Phase-II is useful when a startup has already done the proof-of-concept work that a Phase I award would normally fund. Instead of spending months repeating feasibility work, the company can propose a larger development effort focused on prototype maturation, testing, and transition.

The bar is higher than a standard Phase I proposal. Agencies expect clear evidence that feasibility has been established, a credible development plan, and a commercialization path. Founders should be ready to show prior R&D results, customer discovery, technical data, and why the project is ready for Phase II-level investment.
