8(a) Business Development Program
An SBA program that helps socially and economically disadvantaged small businesses compete for federal contracts through mentorship, training, and sole-source contract access.
What is 8(a)?
The 8(a) program is administered by the Small Business Administration and provides a nine-year development period during which certified firms receive business development assistance, mentorship, and preferential access to federal contracts. It is one of the most powerful certifications a small business can hold.
During the first four years (developmental stage), 8(a) firms can receive sole-source contracts up to $4.5 million for goods and services or $7.5 million for manufacturing. During the final five years (transitional stage), firms are expected to compete more broadly while maintaining their 8(a) status.
Eligibility requires that the business be at least 51% owned and controlled by U.S. citizens who are socially and economically disadvantaged. Social disadvantage can be based on race, ethnicity, gender, disability, or individual circumstances. Economic disadvantage has specific net worth and income thresholds.
The application process is rigorous and typically takes 3-6 months. Required documentation includes personal financial statements, business financial records, and a narrative demonstrating social and economic disadvantage. Once certified, 8(a) firms gain access to a dedicated SBA Business Opportunity Specialist.
